-instead of counties the subdivisions are Drainage Districts

-each of which is based on a watershed and has control of water in its area

-a whole lot of them having moved in between Cheyenne and State of Minasota

-but with a considerable Cheyenne and Arapaho minority

-Sioux originally held Black Hills but that was removed after the gold rush
